This report describes in detail the methodology used to gather and report on the information required under House Bill 954, "Deaths Involving a Law Enforcement Officer." While the report details statistical and demographic information regarding these cases, familiarization with the data collection methodology, as well as the underlying facts of each case is a crucial component of this report. INTRODUCTION On May 12, 2015, Governor Larry Hogan signed into law Maryland House Bill 954 (Chapter 134 of 2015, hereinafter HB 954), "Deaths Involving a Law Enforcement Officer" (Attachment A). For the first time in Maryland, a legal mechanism is now in place for capturing and reporting to the public each time a citizen dies during a police encounter, or a law enforcement officer dies in the line of duty. Effective July 1, 2015 each local and State Law Enforcement Agency in Maryland was required to provide the Governor's Office of Crime Control & Prevention with information about each officer-involved death, and officer death in the line of duty that involves a law enforcement officer employed by their agency.
